Great Picture! The time period based on the vehicle would be closer to post 1973. The front bumper has the two black end pieces that became part of the federal "Crash Impact" bumper system in place by 1974-1975. The large amber fender turn signals came on volkswagens from 1973 and onward.

My kids used to love seeing the Truly Nolen V dub's when we would see them on the road. We even bought them a small metal model of the Truly Nolen VW to play with.

Talk about cheap....I onced filled up my 1970 Bettle for $1.98 when Miami was having a gas war (remember those?). Gas was going for 19.9 cents a gallon. The Bettle had a 10 gallon gas tank.
