Noah Webster was born in the West Division of Hartford, Connecticut (now West Hartford) in 1758. He was a lexicographer and authored "A Compendious Dictionary of the English Language". It was published in 1806 and was the first truly American dictionary. It has helped millions of people to "comprehend" the meaning of English words. He was also a teacher, editor and author. This statue was sculpted by Boston born sculptor Sculptor Korczak Ziolkowski who moved to West Hartford. If you are interested, there is a story to the sculpting of this statue.
