I prefer this one. The rear of the car is chopped off in the other image, and this image playfully (read my comment about the other image) has a BMW in the background.
I might rotate the image a degree or two, unless the road they were on was truly uphill. I see your relatively slow shutter speed. I often go down to 1/100s when panning to get ever more wheel blur.
About the plate, some owners fit plates (usually only in the front) from their car's country of origin, maybe to make observers think they bought it there. JDM (Japanese domestic market) is a big thing in some circles.
European plates are thin and wide and look better on the front of most cars than the US's blocky rectangular plates. Oval (really eliptical?) plates are cool, but nothing surpasses, Northwest Territories/Nunavut's polar bear plate.
